Robert Thomas CPA, LLC is a Registered Investment Advisor (“RIA”) and provides bidding agent services for open market escrow bids on municipal bond transactions across the United States. Our Form ADV is available upon request or can downloaded below.
Kelsi Spurgeon, our RIA Representative, has served as bidding agent on transactions throughout the Midwest and the U.S. representing various escrow sizes and structures over the duration of her career in public finance giving her a depth of knowledge on the escrow bidding process.

Comprehensive Services
We offer competitive fees for our services and will work with the transaction team to complete each step of the bidding process in a timely manner. Our services include but are not limited to:
- Carefully construct bidding specifications with input from financing team professionals
- Provide clear and concise communication to the market
- Efficiently execute bids on the day of pricing, including circulating a summary of bids to the client and financing team
- Provide confirmation that securities comply with definition of permissible investments and work to obtain trade confirmation from the provider
- Provide a Bidding Agent Certificate upon closing of the transactions which includes certifications required of a bone fide solicitation and a summary of all other supporting information related to the bidding process and bid award
